合同履约期限：合同签订后40日历日内，完成所有标的供货及安装调试。

The Contract Period: Within 40 calendar days after the contract is signed, complete the supply, installation and commissioning of all subject matters.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购促进中小企业、节能政策、监狱企业、福利企业发展的相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This project implements relevant policies of government procurement to promote the development of small and medium-sized enterprises, energy-saving policies, prison enterprises, and welfare enterprises.

(c)本项目的特定资格要求：1）供应商应具有有效期内中国新闻出版管理部门颁发的《中华人民共和国出版物经营许可证》。
2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
4）本次采购不接受联合体投标，不允许合同转让与分包。
5）本项目面向大、中、小企业采购。

(c)Specific qualification requirements for this program: 1）Suppliers shall hold a valid Publication Operation License of the People's Republic of China issued by the Chinese press and publication administrative authorities.
2)Different suppliers with the same legal representative, or those with direct holding or management relationships, shall not participate in government procurement activities under the same contract.
3)Suppliers who meet the provisions of Article 17 of the Guiding Opinions on Docking with International High - Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Hu Cai Cai 〔2024〕 No. 12) shall not participate in the procurement activities of this project.
4)Joint bidding is not accepted for this procurement, and contract assignment or subcontracting is not allowed.
5)This project is open to procurement from large, medium and small enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
